In the midst of Gov. Jeff Landry’s tax reform push in Louisiana, lobbyists for various industries are descending on Baton Rouge to protect their tax breaks. Among them, the film industry has been particularly vocal in defending the Motion Picture Tax Credit Program, created in 2002 to attract production companies and create jobs.
As part of the tax overhaul plan, the Landry administration aims to lower corporate and individual income tax rates, necessitating the elimination of certain tax incentive programs. This has sparked a debate between industry defenders, like the film industry, who argue their programs have significant economic benefits, and state officials, who question the return on investment.
The Louisiana Department of Revenue’s report shows that for every dollar spent on the film tax credit program, the state’s GDP only grew by 60 cents, while state revenue decreased by 90 cents. This discrepancy between industry claims and state findings has fueled the ongoing discussion on the future of tax credits in Louisiana.
State Rep. Julie Emerson emphasizes the need for the Legislature to assess whether the tax incentive programs truly benefit the state’s economy more than the proposed income tax rate cuts. Meanwhile, Louisiana Economic Development Secretary Susan Bourgeois is working on a new package of business incentives which LED plans to introduce in the upcoming legislative session in April.
Despite proposed plans to sunset various tax incentive programs, including the Motion Picture Tax Credit, state officials aim to preserve some programs in the future. The goal is to strike a balance between attracting businesses to Louisiana and ensuring the state remains competitive economically.
