Louisiana Lawmakers Push for Expanded Gift Limits for Officials
Baton Rouge, LA – Louisiana legislators are advancing House Bill 674, a controversial measure that could significantly relax restrictions on gift-giving to elected officials and government employees. Sponsored by Rep. Beau Beaullieu, R-New Iberia, the bill seeks to eliminate the current prohibitions on gift acceptance, allowing officials to receive gifts valued up to $100 per event, capped at $200 annually. Additionally, they could accept seasonal or holiday food gifts worth another $200, potentially raising the total limit to $400.
The proposal has sparked concerns among ethics board members. Alfred “Butch” Speer, a longtime ethics advisor, cautioned that the changes could lead to a surge in gift exchanges among public officials. Current restrictions limit public school teachers to a maximum gift value of $25 per item from students, but this standard would remain unchanged.
State Ethics Administrator David Bordelon expressed apprehension that the bill could lead to increased gift-giving, stating, “Does it create a situation where you are going to have a lot more gifts flying around the state? Absolutely.” He mentioned that many public servants are unclear about existing restrictions, citing instances where librarians wondered if they could accept cookies on special occasions.
Supporters of the bill, including attorney Stephen Gelé, argue that the current zero-tolerance policy is excessive, leading to confusion and hindering legitimate activities. The Louisiana House passed the bill unanimously, with proponents claiming it would clarify ethics regulations and reduce unnecessary scrutiny.
As the legislation moves to the Senate, it raises critical questions regarding transparency and the potential for corruption in state governance. Critics remain watchful, particularly regarding the lack of required reporting for gifts from lobbyists and interest groups, which the bill would eliminate.
