Governor Landry Advocates Simplified Tax Reforms After Voter Rejection of Amendment 2

In the wake of a resounding defeat of Governor Jeff Landry’s complex tax proposal on March 29, legislative allies are introducing streamlined changes to Louisiana’s tax structure. The governor suggests that the earlier rejection stemmed from the amendment’s complexity, which was laid out in a 115-page bill and encompassed multiple changes.

Now, Landry’s administration is promoting four focused measures aimed at garnering voter support in an upcoming 2026 ballot. These proposals include eliminating three education trust funds to pay off $2 billion in retirement debt, offering parish governments the choice to abolish business inventory taxes, dissolving the Revenue Stabilization Fund to fortify the state’s rainy day fund, and limiting annual state expenditure increases across various sectors.

State Rep. Julie Emerson, who previously sponsored Amendment 2, explains that the new proposals are more digestible for voters. "There was too much in the original amendment," Emerson noted, emphasizing the public’s desire for simpler concepts.

Key measures include House Bill 473, which aims to use education trust funds to reduce teacher retirement debt, potentially providing significant salary increases for teachers and support staff. House Bill 366 seeks to enable parishes to opt out of the inventory tax with compensation for lost revenue, while House Bill 678 proposes merging the Revenue Stabilization Fund into the rainy day fund, also suggesting tax reductions.

Meanwhile, Rep. Phillip Tarver introduces House Bill 295, aiming to cap state spending growth to inflation rates.

As these individual proposals make their way through the legislature, no substantial opposition has emerged, suggesting a cautious optimism for this more straightforward approach to Louisiana’s tax reform amidst the electorate’s call for simplicity.
