Louisiana Approves Fixed-Odds Horse Wagering Bill Amid Concerns for Fair Grounds Track

In a significant development for the state’s horse racing industry, Louisiana legislators have passed House Bill 547, authorizing fixed-odds wagering on horse racing. The bill received overwhelming support, clearing the House 98-0 and the Senate 36-1 before being sent to Governor Jeff Landry for approval.
Backed by notable figures including former NFL quarterback Jake Delhomme, the legislation aims to align horse racing betting with the popularity of fixed-odds betting in other sports. Proponents argue this model allows bettors to lock in odds before the race, potentially attracting new wagering dollars from sports fans.
Rep. Chad Boyer, the bill’s sponsor, emphasized that fixed-odds betting could foster a new revenue stream for local racing associations through a dedicated supplementary fund for purses. “We’re trying to elevate our product and generate more revenue for the state,” Delhomme stated.
However, Churchill Downs, which owns the Fair Grounds race track in New Orleans, has raised alarms about the bill’s potential impact. CEO Bill Carstanjen warned that the legislation could further jeopardize Fair Grounds’ competitiveness, shifting valuable wagering revenue to out-of-state operators. Churchill Downs is now contemplating surrendering its racing license and permits for additional gaming, citing concerns for the local economy and employment.
If signed, Louisiana will join New Jersey, Colorado, and West Virginia as the fourth state to implement fixed-odds betting on horse racing. While advocates see this as a necessary modernization, doubts linger about the financial implications, as the state’s Legislative Fiscal Office noted the speculative nature of potential revenues from this new wagering model.
The future of Louisiana’s horse racing landscape now hinges on Governor Landry’s decision on H.B. 547.
